Building, replacing or making major changes to a deck can involve a building permit. This post explains how the process is organized in Mecklenburg County and points you to the county's own pages. New deck builds and replacements that require a permit are done under a permit, with the required inspections.
The county has a separate path for homeowners: Homeowner Internet Permitting (HIP) (fetched Oct 30, 2026). The county explains that a homeowner who takes this route assumes responsibility for knowing the building code, the required inspections and the order of those inspections.
A permitted project is inspected at stages the county sets. According to the county's pages, inspections are scheduled through Code Enforcement, and work should not be covered up before a required inspection.
